I have an idea for a ventrue lancea sanctum. For the concept I am using the rule out of the Mekhet clanbook that says all vampires are able to be embraced post mortem (or at least, the character thinks he was). Anyway, the character believes that after he died he went to Hell, and now he thinks that the best way to scare mortals straight is to cause them to experience the torment that he went through.

Is there any way that he could cause others to have visions of what he experienced, whether through dominate or auspex?

You could always create a Devotion to work that way. To cause torment i would have to say you would want Nightmare of atleast a 1, and Dominate.

Something like this

Live the Inner terror.
Nightmare*, Dominate **

The player wills the target to wallow in whatever visions of horror his mind can imagine. By focusing his hate and loathing for the target, the Lance can will them to see what Hells they will experience if their lives don't take a positive turn. The target becomes a heap of their former self, as they begin to pray to any god, or gods for release from the visions.

Cost: 1 Vitae

Dice pool: Manipulation + Empathy or Intimidation + Dominate versus Composure + Blood Potency.

Action: Contested, is Reflexive

The vampire must make Eye contact and focus for a turn, taunting or coaxing the target; barraging them with the words of the lord. Placing a weight of fear and control over them. They see the flames of hell, the bull horned devil and his mighty pitchfork. They see their loved ones, and their friends and families as they reach for them to help remove them from their prison. Successes gained of the roll cause -1 to the dice pool for the scene, as they can't shake the feeling of pearl and doom. If the roll fails, the power cannot be used on the same target for the rest of the night as they have hardened themselves to the visions. If a dramatic failure accurs, the target is dropped into a comatose state for that many turns as the success they player had gain. They can still defend themselves if attacked, but can only move half their speed as they crawl in horror from the demons that horde them.

Hope that is usable, just created it ont he fly...Now you guys tell me if its alright?

No.  But Nightmare 1, 3, 4, and 5 could all be fluffed that way.

Use a variant of "the Poisoned Chalice" from Nomads, but focused on one's own blood instead of that of one's ghouls. You send the conditioning etc along with the blood of the embrace.

Also, the whole "shared sights of hell upon death" makes a great common trait for a 'bogus' bloodline, imho.

There's a Theban Sorcery ritual that does allow the user to terrorize someone through their dreams.

I've always wanted a devotion that combines Dominate 3's extended action with Nightmare 4's ability to fill people's head with horrific visions.

something along the lines of Nightmare 4 sends visions of hell into your mind, and Dominate 3 makes you live them.

Course that'd be at least on par with torture, and humanity's generally a bad thing to toss out the window.
