The Social keyword does not restrict use of a Charm absolutely, it only denotes a potential social function. The actual effect of a Charm may restrict it entirely to social combat.

Then as it is just enhancing the previous charm of which says its effects can be ignored by spending 3 willpower, spending 3 willpower will kill this effect.

See, that's what I thought.  Still nice to force the 3 points of damage with that other charm, but...

Even without Killing Words Technique or Dread Lord's Demeanor, don't underestimate the power of forcing an opponent to spend three Willpower.

It really depends on who is allowed to stunt.  When I run games, I don't even allow most non-PC Exalts to do so, but it varies from ST to ST.

Even if everyone gets to stunt as much as the PCs (which is Counter-Indicated by the Operations Manual), that's still three two-die stunts that a character has to perform to break even.

The question arises from the wording.  It states that spending Willpower allows a character to resist it for a whole scene, and that the damage is inflicted on anybody who resists the Charms effects IIRC.

So are you saying it is legal to make effects with no defense that cause penalties and damage? Rereading the charm it is inflicted for those who attack the Abyssal, not resist.

I see Quorlox's point, because the wording is a little fuzzy, but i think that what happens is this:

1. Abyssal Activates Dread Lord's Demeanor.
2. Other character wants to attack him
3. Character needs to spend 3 wp or use a perfect defense to negate the effects of the charm entirely for the scene.
4. if he does not, character must succeed on the roll the abyssal chose when he purchased the charm to make the attack.  If he fails, he cannot attack, unless he spends the willpower for the scene.  
5. If he succeeds on the resistance roll, and the abyssal has heart-stopping mien up, the character takes a -2 internal penalty on the attack roll and takes some damage.  Note that if they spend the wp they never get to this step.  

The wording is weird though '...who can bring themselves to attack the Abyssal' kind of implies that it works when you spend the wp to resist, but i dont think that was the intent.

That's not what the social tag means. It means that it has an effect with the Social combat system, if I remember correctly, not that it can't interact with the regular combat system.  More specifically, Majestic Radiant Presence specifies that it works on "any physical or social attack made against the Solar" so I'd say that yes, it's intended to work in regular combat as well.
