For reasons I won't disclosed, one of my fellow players absolutely HAS to have their vampire go out in sunlight. They have bought several supplies aimed at protecting them. So... is there anyway they'll survive?

otherwise no, they are gonna burn.
its not like in certain tv shows where vamps are allergic to UV, its a supernatural thing, no balaclava, sun glasses, heavy coat and gloves is going to protect them from the masses of agg every turn, it might reduce the damage by a small amount, but they still gonna die if they are doing something that stupid.

thankfully, there is a MASSIVE fear frenzy roll to take before it gets to that point.
the beast is not stupid, and he may find that just as he goes to walk out the door, a fear rises inside him, and the next thing he knows he is waking up the following night.

Coil of Banes, Dominate 5, Animalism 4. There is an Auspex 5 + Majesty 5 Devotion in Ancient Mysteries (I think) that comes close enough. Some kind of Blood Potency 6+ Devotion with Resilience 5 with say Protean 2 or a bunch of Vigor could be made to change the skin and mimic the properties of the Coil of Banes.

Or if you really want to go the mystic route you could just make up an Artifact that only works for one day and then turns to ash. That way you can just make it work and not worry about it being repeatable.

On a more serious note, can this Vampire not just travel through the sewers? Or why can't he just send a ghoul? Here is another idea for a Devotion: Dominate 3 + Obfuscate 4 = make a person (ghoul preferred) think, act and look like the Vampire for a day.

If he actually goes into the sunlight he will be dead in seconds, period. There is no way he can survive without some kind  of very powerful artifact or powers too obscure for him to easily learn (such as Anoushka's Ladder). Now, if for some reason he just can't send somebody else to do whatever he has to do, his best bets are Dominate 5 to possess a human, Animalism 4 to posess an animal or Auspex 5 to go anywhere (though he would be intangible and invisible).

If none of these options work for him, he is pretty much out of luck.

What about some welding goggles and covered head to toe so that no skin is exposed?

Cover is cover, isn't it?

The big difference would be the need to check for Frenzy every turn or scene pending an exceptional success.

You would still suffer 3 aggravated levels of damage each turn, which is less than the 5 you would suffer if you weren't covered but it's still a lot.

The rules are very harsh on this, vampires simply can't go outside by day. The ST can of course change this, but it's a huge change just so a player can go out for a walk by day.

Well Frenzy aside, and alot of backup disciplines perhaps a couple of seconds without an artifact as has already been said. It's just not smart, personally i would have him frenzy and not be able to get back inside for trying it without some horribly important reason. Ashes to ashes

As per the withholding of information, I am no clear on what his objective is. If he needs to go somewhere specific, and he is in a city, he can traverse the sewers, or subway systems.
Truly, though, the Coil of the Banes is the easiest and best way.

I would like to see where this situation leads. Perhaps you could post the outcome on here, or in a comment on my page?

Would still be a pretty fast death, what like 30 seconds for even some of the strongest vampires?

Make a deal with an Infernal demon- there's one vamp in Immortal Sinners that did just that, and now he can walk around in daylight freely.

But with Resilience 1, it would be lethal.  Burn blood to heal.  Also Cruc Rituals that give u more blood would help.
