Ilegal deck, whats the penalty?

Hi, I read the Normal 0 21 false false false MicrosoftInternetExplorer4 V:EKN Judges' Guidelines 2003 Tournament Season, and I have a doubt about the point 102 (Illegal decklist), section:
  • The contents of the main deck do not match the decklist.
In this case, if the problem is due an error (A player changes the crypt in last moment previously to the tournament, but this player doesn't change the deck list),  the philosophy section says the penalty is a warning, but in the penalty section says Game Loss.
What's the correct?

Philosophy:

The decklist is the ultimate guide to a player's deck. If the decklist indicates a legal deck, but the actual contents of the deck do not match the decklist, the player should restore the deck to reflect the decklist. If the judge can determine with complete confidence that the deck/decklist discrepancy is due to an error on the decklist (a player is using an all Gangrel deck and has Campground Hunting Ground listed on the decklist instead of Zoo Hunting Ground), he or she may decide to fix the decklist instead. A warning should be issued in this case.

 

Penalty:

Game loss, and then be instructed to make any changes necessary to make the contents of the deck match what is recorded on the decklist. The changes must be complete before the next round begins for the player to continue in the tournament.

The philosophy section says that if you can confidently determine that it's an error in the decklist, the recommended penalty should be downgraded to a warning.  The example it gives is having a crypt of one clan, but a Hunting Ground for the counterpart antitribu clan (or vice versa).  Something similarly obvious might be writing down Bonding in a Dementation deck and it's actually Confusion in the deck, or writing down Praxis Seizure: Somewhere instead of Crusade: Somewhere in a Sabbat deck. 

In the case of an error where you can't confidently determine this, the recommended penalty is Game Loss.

In all circumstances, the judge can fiddle with the penalty (up or down) if extenuating circumstances require it for fairness.
