LARP: Allies and Enemies...

I'm running, as a storyteller, a LARP chronicle with 40 players. We have a strange setting because we live in Italy in a region without any big city (max 100'000 inhabitants), very different from anything i've read in any requiem book, because Italy is so different from Usa i think.
The domain is not a single town but a large territory portion (this choice was made also because we have a lot of different locations in which we can play) with a lot of different features: small medieval towns, seaside towns with florid illegal economy (prostitution, drug dealing),  woods, mountains, ancient medieval towers, fairytale places (for example the legend about Lago di Pilato, a lake where Pontius Pilate's body was said to have been cast, tells that was a destination for demonic rituals and necromancers, or places like this: http://www.gli-ulivi.it/imm/frasassi2.jpghttp://www.settemuse.it/viaggi_italia_marche/foto_ancona/grotte_frasassi/grotte_frasassi_04.JPG) and so on... it's a bit hard to explain, but i hope you understood the setting :p. 

My problem is: every covenant controls one "province", with multiple towns and various features described earlier, and i have to find the right Allies and Enemies for every one of them. I was wondering if using the Forsaken as possible allies for the Circle of the Crone is a very bad idea (don't know if werewolves are always enemies of the vampires anymore) and if the Losts are good to be enemies without ruining the spooky flavor of the chronicle... The idea came to me because we have a lot of wild nature, and maybe changelings and werewolves are a good idea, but i don't know almost anything of them.
Right now the chronicle is focused on the political struggle of the various covenants but i need to spice the things up a bit. Belial Brood and VII are options too, but i didn't want the game focused only on vampires. 

Could you give me some insight? Every idea, information, anything that comes to your minds will be really appreciated ;) It's hard to storytell for 40 people and it's easy to run out of good ideas and story hooks :-)

the lost are excellent antagonists in pretty much any instance.  i dont know if the foresaken would work with the Circle off the Crone but i do know that the vampire v werewolf thing is gone.  it can still exist but it isn't canon anymore so you dont have to worry about a werewolf thinking a vampire stinks of the wyrm or something of that nature.  ummm how are all the covenants tied together? throw some hunters in there to meddle in the vampires' affairs that will very easily stir somethings up
