So, this Celestial Martial Art was developed during the Primordial War and is currently widely known and practiced in Authochthonia.  This strongly implies that it migrated to Autochthonia when The Great Maker left.

Now, since it is a Celestial Martial Art, no mortal could possibly have known it.  Who do you theorize carried knowledge of this style into Autochthonia?  A Dragon-Blood?  A Celestial Exalt?  The Great Maker himself?

His souls, maybe?  I don't recall if any of them were particularly into MA, but they can probably handle CMA.

When will I get there?  I ain't certain!
What'll I do?  I ain't equipped to say!

Autochthon, being a geek like many of us, probably kept study-material on all the most awesome Martial Arts invented.

When the Alchemicals came on-line, they had those for study materials. And they've had plenty of time to study.
Also known as Tornado Wolf.

His souls are probably a good bet. Plus while we don't have the Alchemical book yet and the Autochthonian book was not very clear where 3rd Circle Soul ends and god who tagged along began he could have a few Celestial gods running around inside of him that liked Autochthon more then Creation. And beyond that we have the option that the Great Maker taught it to the first Alchemicals before he went into deep slumber. Or memory crystals or something.

Autochthonia is not only Russia, it is post-WWII Japan.

Maid outfits were holy uniforms for the first Champions.

Maybe a book.  Guiding Words of Solar Wisdom (Dreams of the First Age, pg 65) can teach Charms through written material.
