I actually may have an idea for it from an earlier post by you. Since I don't have the Industry Purview in my game, I'm thinking of using your idea of and Avatar for it, The Forge, re-naming it The Forge of Knowledge, and possibly giving it similar abilities to what you described for The Forge.
