This Deathlord is the property of Owner of the Final Chord.
In life Portrait in Blood on Velvet was one of Creation's most puissant and well known musicians. It was the great curse that did him in as he struggled to regain control of his life his temperance gave way and his overindulgences claimed him on the eve of the Usurpation. His traitorous Dragonblooded guard burst into his sanctuary to find him face down in a puddle of his own sick.
And yet, so beloved were he and his songs that the teeming masses of mortals simply refused to accept his death. The faithful continued to see his face in crowds or in the tops of muffins and pies, they continued to sing his songs and dance vibrantly to the tunes he made famous. Even in the second age there are those who fashion themselves after him and some of these are even accorded a priest like status presiding over weddings and Bat Mitzvahs. This continued veneration empowered the ghostly artist and held him fast from reincarnation.
Once in the Underworld he refused to accept Lethe as his desire to create music and his love for women overwhelmed the draw. He struggled to craft new songs for years before frustration overwhelmed him. Ultimately the Neverborn Owner of the Final Chord drew him down to the mouth of the Void by humming a few bars of the Final Chord and there they communed for an eternity and an instant. Merged with the power of that End of Endings he became the voice of Oblivion. In his presence his intent is made known through vassals that speak for him or simple gestures. It is believed that each word he speaks loses its meaning forever to the Void.
In addition to being a plot device with whatever powers he needs Portrait in Blood on Velvet is a master of the Silver Voiced Nightingale Style and has created a few higher end charms that cause heads to collapse from oppressive silence or eyeballs to burst from sounds you can't normally hear as well as a permanent charm that allows all musical instruments to be considered in style weapons.
Portrait in Blood on Velvet stands a little over 6 feet tall though his overwhelming charisma and supernaturally perfect looks make it appear as though he looks down on all he surveys. His head is crowned by a pomp hairstyle so perfectly sculpted it almost appears as a helm of black jade. His eyes remain shaded behind darkened Adamant lenses and he typically wears white fabric garments. Of note is an almost omnipresent half cape draped over his shoulders, white and studded with Adamant shards. His hands are perpetually adorned with enormous rings of Orichalcum that each house Hearthstones chosen more for their aesthetics than their mystical advantages. He treads lightly across the Underworld in Blue Jade Shoes that function as God Kicking Boots.
He makes his home in Stygia near the largest entry port where many who are staying only temporarily come as pilgrims to the Void or to seek intercession of the Dual Monarchy. His palatial estates are expensive and can house thousands of ghostly or mortal patrons. He presently has only two Deathknights, Lady in Red whom he keeps as a consort and Knight in White Satin, his lethal, if foppish, enforcer.

Does he have many Mortal or Ghost-Blooded Cultists that presides weddings between Living People and Ghostly Folks, dressed like him?
Perhaps his cultists have established their base of operation in the Coral Archipelago, near the Great Gambling Hall over which Plentimon, God Of Dices And Games reign supreme?
Perhaps all of his cultists can be easily possessed by him and used as proxies for his devious and nefarious plans, after alla anyone wants to be a King (Of The Underworld)...
.....even if its powerful necrotic Essence consumes them afterwards!
Let's not forget that perhaps its Magitech Flying Chariot of a Pale Tint of Red Jade can be found somewere in the Family Heirlooms of the Dragonblooded Realm Dynasts descended fron its traitorous Ex-Bodyguards....

I don't suppose his Inauspicious Citadel has a Jungle Room, does it? Also, does he have a habit of buying Chariots of the Infinite Heavens for people he likes? I did always consider those to be the Cadillac of personal air transport...
