I think he means that an ice mage's nimbus (which appears when you cast vulgar spells) would be similar to an uncloaked winter mantle in appearance and flavor. And that the Contracts of Eternal Winter, as well as Contracts of Element (Ice) and Contracts of Communion (Ice) are a good basis for figuring out what an ice elementalist can do.

The game works fine as long as you don't get someone that tries to be a munchkin. The nitpicking and rules lawyering only comes in whenever some tries to say that game X should dominate all others.
