The -5 is only so helpful if there is a big gap, but if you have essentially noncombat social/support characters, it can be an option to add to the damage a bit. I would allow a Scion to have two divine parents, so long as a) they were raised on earth and b) they are not mechanically any different then any other Scion of the parent they choose. So Zeus and Hera I would allow to have a PC kid, but they would mechanically be a Scion of either Zeus or Hera, and be raised on earth.
