Yes and no, I'd say. I don't believe that Charms in themselves ought to be recordable via any kind of arcane formula. That's something, tropewise, that really belongs to Sorcery. However, I do think that it ought to be possible to learn a charm reading detailed historical records and accurate accounts of the charm's use... particularly
