Just provide incentives for breeding, treat them better than the Scarlet Empress did (God knows that isn't hard) and let them be for a few centuries. You'll outnumber the Realm in short order. Of course, by then the Realm will be fighting for the Ebon Dragon and covered in shadowlands, but oh well, right?

To make these numbers match demographics, I simply state that for a child with Dragon-Blooded potential to even qualify for this roll they must have a Heroic motivation. Without it, regardless of who your parents are, you just can't spark your Second Breath.
