Essentially, their damage doesn't scale. At Hero level, the Piercing tag can somewhat make up for the lack of Strength included in the damage roll, but because the successes from Epic Strength ramp up so quickly, this quickly becomes pretty meaningless, particularly since armor is far from ubiquitous, rarely contributes an especially large amount
